Iraq consists of 18 governorates, also known as “provinces”. Per the Iraqi constitution, governorates can form an autonomous region. Four governorates, Erbil, Sulaymaniyah, Duhok, and Halabja, constitute the autonomous Kurdistan Region. Baghdad and Basra are the oldest standing provinces of Iraq.
